My GF is in Kazakhstan

All Communication is blocked due to the Government break down.

Phone, Internet everything

She used to use a VPN to circumvent the block, but that has failed too now.

Somehow she can call me from a blocked number. I can her, she cant hear me though.

How can she call me, but not hear me ?
How might i call her, or make her hear me ?
Is there any other way of reaching her ?
