Black and Latinos aren't underrepresented because they don't 'study hard'. There are a myriad of reasons involving institutional/historical racism (segregation, gentrification, food inequities, stresses of deportation threats, etc.) to historical imperialism.
The 'setup' for Blacks and Latinos to succeed is a far steeper climb. The Asian immigrants in VA may have come here poor, but they generally all had the money to fly or get on a boat (Vietnamese obviously not included). Their ancestors weren't enslaved here. The CIA didn't prop up a 'drug war' by fucking with their national politics fostering drug lords and gangs because of 'red scare' (again except Vietnam).
