It is because a lot of the terms we use to talk about copyright infringement (such as piracy) sound like they are bad. Actual Piracy is a terrible crime (attacking boats and stealing their stuff) but Copyright infringement is nothing like that. Another terrible term would be "Intellectual property" which implies that distributing copies of things (in the sense copyright. it is even more retarded in regards to patents, or any of the other unrelated monopolies that people try to lump together) is stealing somehow.
