In Ontario, what that means is you buy commercial buildings in high density areas, you stuff them to capacity with unscrupulous international doctors, you work out in advance what they can bill the government, and you set a quota, and a truly aggressive lease, and then you get to work. You have pain clinics and sleep clinics and ECG mills and blood testing and every specialist under the sun with testing facilities on site, and you bill the government over and over and over. Now if you're saying, isn't it an incredible conflict of interest to have public health policy dictated by a guy who now calls himself a gentleman driver, for Aston Martin, who gets richer with every fraudluent test Dr. Achmed sends his piggies for, yes it is! Public health is the process of losing so much face over this fiasco. If you've been watching, their hysterical Y-axes having become more and more misleading almost every day.
