what does the pH on water bottles mean, like

Bro. You can just drink tap water. Stop spending more money than you need to on bottled water. Your country goes to great lengths to make sure the tap is sanitary.
My state use to have nuclear tests that you would assume would pollute the water but it doesn't because our sanitation workers are the same ones drinking the water.
