This seems local, only specific to certain people; therefore...They alone were targeted.
It doesn't rule out that some entity used the same exact pesticides to do the deed.
All of those agents are highly concentrated in their natural form before use. All it would take is an eyedropper for some of them to insure those people were affected.

The building seems key to me.
The pesticide angle,ingested rather than inhaled (I assume new people eventually went back there) could have been an insurance policy to hide use of weaponry all together.
My understanding is that Cuba is not the only place this happened.
