She steps up to save her family despite not having a gift and up to that point her being just a "waiting for a miracle" character like Cinderella, she stops being self absorbed and learns that having powers and being loved by the family also came at a price when she has to reconcile with her sisters and in the end she accepts herself and forgives her grandma.
There's PLENTY of character development. Now you come and tell me how any other Disney princess that's not Rapunzel grew at all. CInderella didn't learn shit, neither did Snowwhite or Aurora or Belle. Ariel kept the whole personality the whole movie.
Even Elsa stayed a bitch and just kept running from her problems.
