The vast majority of people in my country have nothing to do with the sale and production of illegal drugs, just as I am sure that the majority of people in America have never, and will never, consume any illegal substances. Even though a tiny minority of the population partakes in such illegal activities, the fact that it is illegal means that there is a strong counter-incentive to doing it for any law-abiding citizen (and even for anyone who might not respect the law per se but might want to stay out of trouble with law enforcement agents).
