Specifically I think that gambling is wrong but if it isn't legal then it will go underground and then get controlled by criminal gangs which I think is worse than it being controlled by the state. To me it seems the main way gangs make their money is by drugs and gambling so if you take those away (by making them legal in some way) they will be much weaker.

I wouldn't care if it just went towards public services especially if they are targeted towards anti gambling campaigns. They shouldn't advertise gambling either because that would be encouraging people to make bad choices. That is why I hate when my state plays advertisements for the lottery.
