Sure many will squander it but it will force councils to manage their money better if they are being scrutinized by the public nickel and dimming them.
Could it end up worse? Sure, they could end up severely underfunded with people buying jetskiis and building larger and larger houses but i think eventually the pressure from the council and more responsible band members will balance things out.
The real problem is that so many native bands lack infrastructure. In my area they live across the river from another town and there are roads, public facilities and small businesses. In others though they rely on planes to fly in food and medicine.
Apart from contributing socially through the arts there is very little oppourtunity for development in these areas. A nurse has no clinic, an engineer has no roads, a lawyer has no court. What are you supposed to do?
I say let them be happy. Unfourtunately they are a dying race and culture and i think they should be treated as well as possible for as long as they remain. Any attempts bring the cities to them is a wasted effort and encouraging them to adapt will just speed their decline. They need time to heal from the last attempt we made and when they do decide to move on it should be their choice.
