If it's already damaged there's not much you can do, but first you should be sure that it isn't just dirty. If some dust enters in there, the fan will get really noisy.
If you can disarm it safely, remove all the dust with an old toothbrush, add a lot of machine oil, and put it all together again.

Thought about it, but decided that i'll rather cope with the noise than risk oil leaking from it into the computer

Just spray some oil on the end of a q tip then gently dab it around the area, that way you don’t get to much in there and it will also help grab any dust caught in the area.

I don't have it in front of me right now (because it's running lol) but i'm almost certain it won't fit in there, at least without pulling and bending it too much for my comfort, is the only concievable way i can think of is getting couple drops in with a syringe

Interesting, well the only other thing I can think of is maybe air it with some computer cleaner and see if that helps at all.
