The problem with writing smart or tactical characters is that it's impossible to make them smarter or more tactical than the writer themselves. Enlisting men and women is a fucking stupid idea which only works because GRRM isn't smart enough to consider why no army of civilization ever did it before.

The reason why no civilization used women as soldiers was twofold.

Women are physically weaker and less aggressive than men making them worse soldiers.

The other reason is because women are the bottleneck of reproduction.
Women need 9 months to give birth, men only need a few minutes to impregnate a woman.
Since a single man can theoretically impregnate hundreds of women, the man is more expendable than the woman.

These factors make it so that your nation would practically be committing suicide if they were to enscript the female population.
The only reason it would make sense is in an all or nothing situation, which I guess it is in this case.

Pic related is a dead Soviet female soldier sent against Finnish troops in Carelian isthmush. She was killed by a bullet. Later on when troops went to study the bodies, they found out they were women. According to the story the men were incredibly disturbed when finding out they just killed a bunch of women. They couldn't tell they were women because weapons, clothing and warring attitude.

The body in the picture was stripped waist up for photographic evidence. The Soviets really sent women against our troops.
