>>14754666In 1796 Warsaw became part of Prussia in which they were subjected to laws which only allowed Jews who had already lived there to remain in the city; they also expelled various poor and unemployed Jews from Poland to other parts of the empire. In 1802 the Prussians abolished many restrictions on Jews, which caused massive resentment by Christians. In 1805 there was another outbreak of pogroms against Jews by the Polish population of Warsaw. In 1806 the Prussians ordered removal of Jews from parts of Warsaw but Prussia's defeat by Napoleon prevented the edict from being implemented.
Napolean also gave the Jews in Poland various privileges and they reciprocated, leading to various Jewish banking dynasties in Warsaw.
In 1825 the rural Jews of Vitebsk and Mogilev Guberniyas were expelled, allegedly after being blamed for an 1821 famine, and they were also blamed for smuggling liquor and selling it illegally on the black market. Over 20,000 Jews were expelled during the winter with no alternative housing provided.
Jews were also highly overrepresented in Polish communist movements, helped collaborate with the Soviets, and were resented for this. See:

Actually in 1926 the idea of resettling Polish peasants to Madagascar was discussed, but in 1936 it was changed to resettling Polish Jews there:
