even if all the misery and party culture expanding the profitability of drugs were somehow material enough enemies to be destroyed, it's partially just the free market at work. There is no policy which will completely abolish the existence of drugs no matter how destructive they are, people will find a way to avoid regulations and buy them.

I'm no sociologist my opinion on the matter can't help anyone. With that caveat, I think that usually with addictive substances such an idea is too idealistic. It will probably slow the spread because there will be fewer miserable people around seeking a destructive solution to their misery but still spread with the same flavor of stubbornness and produce the misery it needs to hold people captive on its own.
