Does the moving threshold have a distance component, such that imagine that one side of the planet had protohumans from 400 million years ago, but the other side of the planet had only fish and plants. Imagine separated by contenents. Would the 'most advanced life" on one side have a different threshold than the other side?
Most importantly, does this distance-decay extend off-planet, to astronomical units such that advanced beings who have had more time to evolve 200 million light years away, would they Go to heaven and invalidate our eligibility?
Or is it a hard and fast value threshold?
