The E.U. has itself identified this, in its report on how to stop systematic racism of the Roma -- the first step is to end nomadism. The second is to prevent ghettoization.
To understand why nomadism leads only to crime, consider living in a European city. Now consider doing so without running water, electricity, a street address (to get tax forms if you get a job). If you do get your kids into a school, the second you travel you'll be transferring them to a new school, and that means switching curricula halfway. "Water-borne diseases, such as diarrhoea and dysentery" became "an almost constant feature of daily life, especially for children".
And every population in the world has had to adapt to new conditions as the centuries have passed by. That's the recommendation anyway from the only people who have the will and the means to actually make an improvement on their situation.
