i'd say after "level" 15 or so if an NPC isn't in a place of obvious power like a military general then you really need to explain why they're so strong, otherwise it's just a bit jarring
the second meme is definitely unbelievably cringe. 5e is a really great starter system because it's simple and flexible, but that flexibility ends up leading people to believe that if they want to do something different they should contort 5e into something completely different rather than just using a system built around the idea they want to execute anyway
