This seems to have become much more common around the 1990's, although there are still guys with tight cuts who are very young, and the occasional older dude who got a loose cut.
Circumcision isn't a standardized operation. Both the amount and the type of tissue removed can vary tremendously.
Some guys were circumcised so tightly that not only can they not fap without lube (or something like a T-shirt acting as a substitute foreskin) but their skin rips and bleeds when they masturbate. They just don't have enough skin left to accommodate the increase in size due to erections.
