it's a bit difficult to pinpoint the specifics, but he sounds almost cartoonishly like a tough white guy stereotype. of course that might be because he's a tough white guy stereotype, but it's almost a doom-guy tier voice
if i had to guess it has to do a lot with unreasonably clear pronunciation and a really dramatic cadence. the way he does his pitch accent might also be a component but that isn't something i study so i can't really speak on that
