The tech existed to stop them and he rejected forcing its implementation because the industry would "self regulate". He was under the impression people would leave carriers that had the problem to move to those that didnt, but they ALL had the problem.
As a hail mary to try and win votes for Trump, he changed his mind a month before the election and forced it through, but didnt force it for small gateway carriers. We are four years behind solving this problem thanks to him.
All major carriers now have it implemented, but since gateway carriers dont have it, they still allow in the scammers to the american phone network. That rule has recently been changed, they have a year to become compliant.
