You are not allowed to dig up utilities or cut municipal-owned lines (even if they extend into "your property"). When you excavate a new foundation, for example a pool in a backyard, you need permits. Why? Because they need to make sure you don't dig up the wrong shit, or make a sinkhole, or just that you did general diligence.
Literally every fucking civilized government on the planet has regulations about this shit, and they take it extremely seriously. So much so that if a moron digs a big whole and it collapses in on, say, somebody else's property, or city property, then they will get sued for the entirety of repairs plus punitive plus possible criminal charges.
And who knows, maybe all this person needs is a proper survey and permit, and it will all be fine. But as of now all that is known is that this is a person who has no expertise and no plan.
