No degree, but you have to pass the exam to become certified. The handbook is the FAA JO 7900.5E, which you can find in pdf online. There are various study aids that the NWS puts out as well.
Pay is $30-35/hr depending on location. All sites are always looking for parttimers, and there are about 120 locations in the US at various airports.
