They're pretty much the same thing yeah but I guess scripters take advantage of Cheat Engine and directly inject it into the memory thus moving them around. If you do something in C or C++ I guess you have to inject your own things through code and DLLs. I know there was some hacking forum who has in depth tutorials about this kind of stuff I should look for it again
