Living in a commieblock cluster region of a city is depressing on it's own and it additionally creates infrastructural strain for the city, because inhabitants need to travel to their workplaces.
I think Central/Western European cities are better in that regard, where areas for business and living are intertwined. So their inhabitants don't have to travel too far to get a certain service. It's especially good, if majority of the population is renting anyway => Employed will try to choose housing close to their job and won't have to spend money and precious time on commuting.
