It's not even necessarily about IQ, I suspect people can be trained to think more logically, ie dialectically, but Government Schools.
And yes, rhetoric is essentially word-magic. Dialectic more factually, reason-based. I probably haven't explained that exactly, I haven't read Aristotle, though vaguely recall reading Plato back in the day.
