I would say go for rural cities or large towns like lubbock but he'll be a fish out of water there too.
Really politics are more local and you'll find tons of conservatives and liberals wherever you go, its just a matter of what part of town and income level. The poors and urbanites are all democrats, the wealthy and rurals are all republican, but you got urbanites living in trailer parks in the city limits with rural democrats and there's tons of based urbanites in downtown austin and wealthy republicans who own mansions in westlake etc so it's a mixed bag wherever you go.
