One of Locke's salient points was that it is not only the right, but it is the DUTY of the populace to wage war against a tyrannical government. The founders wanted to write a constitution that prevented the government itself from infringing upon that right AT ALL. They intended for the government to be afraid of the citizenry so that it would always act in their best interests, instead of those of the people in power. That right has been slowly whittled away over the years to the point where we don't control the government at all, it controls us. God forbid some evil dictator ever really comes to power in this country. You think it can't happen here, but it has happened in nearly every country in the world at some point; we just have a shorter history. The second amendment is literally the second most important (behind freedom of speech), and the government has grown so powerful and unassailable that, as our current president once put it, "Those who say 'the tree of liberty is watered with the blood of patriots' -- a great line, well, guess what: The fact is, if you’re going to take on the government you need an F-15 with Hellfire Missiles. There is no way an AK-47 is going to take care of you."
