If nothing else there's a reason they aren't stopped from leaving, rather bused out of the municipality so they spend less time throwing garbage on the floor and bringing up crime rates. It's cheaper to rent a few hundred buses and dedicate them the getting the spics through your district as quickly as possible than it is to deal with them spending any length of time there.
