I have brown hair ; always considered dying it dirty blond since that's an extra step above what my hair looks like after I tan it. This photo makes me want to change it to a whiter color, shown as such. I have a lot of similar features to them.

The science behind this simply put is that the sun is at the highest angle of the year, which means the rays have the least amount of atmosphere to penetrate before reaching your skin. The safest time to be outdoors is when the sun angles are below 50 degrees, which is when certain UV rays do not penetrate our atmosphere down to ground level. In short, between 4:30PM and 6:30PM the sun lowers below this angle.
