Now, no one who can move to the US for example will stay, people with other options prefer to live elsewhere. Climate is more important than a lot of people think, because it's inherent to the territory itself. Cold climates cause immense discomfort, and it also makes infrastructure more expensive to maintain, requires heating and so forth.
Let's say I manage to become a dictator and wipe out the entire previous government system and I manage to get our tax rates and so forth down on the level of California. We'd still have to compete with California then, but with shittier climate. Most of the US-based tech hubs are located in the sun belt, barriers of entry are just so high. Even if we get costs of living and taxes down to the level of Nebraska, then Nebraska is still better because of their geographical proximity to the existing tech hubs. My country doesn't have a snoball's chance in hell, there's just no place for it anymore.
