thats probably urban areas(cities) where their "lawn" is literally the sidewalk, I live in suburban are and there is in fact a lawn I can plant stuff

oh yeah hoa(home owners associations or whatever) are these weird things where a bunch of people set up rules for their neighborhoods and I have no idea why or how they enforce them im fortunate enough to have never lived in one though

Well not me but previous inhabitant(my grandma) planted bunch of unnecessary stuff. The only result was that the grass is in terrible shape... Well that and some trees do obscure the view from the street so yea.
And no, no consumables have been planted here.
