A salted bomb is designed to disperse radioactive materials as efficiently as possible not vaporize whole cities. It’s more likely that a salted nuke would be air burst to ensure maximum dispersion of the radioactive payload (cobalt, uranium, w/e) which wouldn’t vaporize a whole lot in comparison to a surface detonation.
