The downside is playing a catalyst user. I wouldn't mind if the movement speed was increased by 0.5% for each refine. Assuming the book is mainly use for Klee due to her being small and takes much longer for her to sprit compare to other tall characters.

To be honest I don't know why the boost to speed is there, maybe for lore reasons since it's related to the winds.
I have not gotten heizou yet but even then I don't have a team in which he can fit, if I had a C4 Jean then he could be a fun DPS in a double anemo team
