Not to mention Able Archer 83. That's the lulziest thing he pulled. The background for it:

And amidst that NATO decides to do these exercises with the goal to work out response if everything goes to shit. So they go from DEFCON 5 to DEFCON 1 (the only time in history) and the whole headquarters including top officials stuff themselves into bunkers (some participants: Kohl, Reagan, Thatcher).
In a few days, somebody genius gets an idea that from outside everything looks like a preparation for the first strike - and that the Soviets weren't warned that this wasn't for real. And that they were about to launch the preemptive strike just in case.
How many bricks were shat on that day, the history doesn't say. But Americans fished their president out, showcased him on some press-conferences - and everyone agreed that the nuclear scare joke was funny and relaxed.
