He also said that the report of the OSCE indicates the following death toll for combatants: 10,479, including 8,186 civilians; 1,737 soldiers of the Ukrainian Armed Forces, of whom 1,080 had been killed by their own side; 187 members of other non-state armed groups, of whom 65 were civilians. He further noted that approximately 300,000 internally displaced people, including 180,000 in the Donetsk and Luhansk regions, and 145,000 in the Kharkiv region, had sought refuge in the rest of Ukraine. He said that the state of socio-economic development in both regions has significantly worsened.
