I propose that Kaliningrad oblast will be emptied of Russians and will be given to Poland and Lithuania (or made a giant nature reserve)
Same with Karelia and Viipuri that will be given to Finland
Mainland Russia will be balkanized
The remaining Russian rumpstate will be stripped of all nukes and the majority of their army, and will be put into a system of semi permanent EU check/control until they can behave again, like Germany after ww2
