A decent amount of the population is Asian as well and like you said they are close to the anime country itself. But also the internet has always been very accessible in Russia. At one point Russian was the second-largest language on the internet. There is also the fact that the Russian culture itself has this weird obsession of cute things and cute words. A lot of diminutives exist for things like bread even though it is completely unnecessary, although Russians will argue that they are necessary
