Most countries I know of pay their healthcare bill with regressive taxes such as sales taxes to mitigate this. They also regulate food a lot more to force people into being healthier to save money.
If you country has a semihealthy population, decent bureaucracy and has a balanced budget it isn't the worst thing to spend money on.
