You properly described the issue with most bant original characters having all the charisma of a piece of cardboard and are working on months-old OC and nobody wants to make any new drawings for them. I think Simon's original purpose was kind of to be a kind-hearted by shy beta to contrast against Pepe's alpha negative personality, but most of that was lost when people figured it was easier to spam him as some nebulous mayor of /bant/ or doing out of character things like acting macho. Borche's purpose was more general: he was a seemingly mild-mannered farmer who was supposed to be excessively violent against anyone who slighted him as an almost split personality, with works depicting him holding Simon at knife point and assassinating Blepe. Since blepe was kill and people stopped making new Simon content, that got singled out to killing Pepe and being a frog exterminator because that's what borche's artists were drawing.
Blepe was Brett as used by secondaries who had no idea how Brett actually acted as a character in Boy's Club, copy-pasting Pepe onto him haphazardly.
