Imagine if the US built a pipeline through Texas, then they secede and obviously the US can't take back the pipeline, so Texas gets it for free. Then they start charging insanely high prices to use "their" pipeline, which the US built! The smart thing would have been to charge small fees only enough to cover maintenance on the pipelines.
