The emperor is a sith, he feeds on chaos, the destruction of the first death star wouldn't have bothered him at all because it put half the galaxy into a blind panic, and the other half into a tremendous celebration.
The purpose of the stormtroopers wasn't to take control of the galaxy, it was to make a big ol' mess which would feed both his power politically "save us emprah, here's more money and power," as well as his dark side powers which feed off emotions.
See this was the point to Yoda's jibes at count Dooku, "much to learn about the Dark Side you have," because Count Dooku only understood hate, but when Yoda fights Palpatine, Palpatine is fucking bipolar, he goes from begging to hating to crying to triumphant, to laughing his arse off, to cringing in fear and a dozen other things besides, overacted to fuck. Because he's just fought Mace Windu and a cadre of Jedi and now he's fighting fucking Yoda so he's calling on the FULL spectrum of emotions to fuel his power.
And he runs the empire the same way, it's a constant struggle for order, but it's a struggle in vain because the Empire is basically making sure that the Imperial army and Fleet are constantly at each others throats while Vader runs around killing off random officers. An environment of desperation, fear, dissapointment and hate with intermittent triumphs, basically an all you can eat buffet for a powerful sith.
