study the world of capitalism and you'll find that "cheap and convenient" always wins.
4chan is cheap (as in free to use, no membership required) and convenient (it doesn't disappear in a month like other message boards and seems to always load quickly most of the time).

until 4chan gets a viable competitor who can do that better (be cheaper and even more convenient), there's little incentive for 4chan to change.

moot taking responsibility for his website after the fappening and the legal fees caused by it and other heinous events is on record as being what killed his love for the site and now we are forced to deal with aforementioned evasive tax fraud criminal as our new glorious owner
