Execution and excruciation are the only just forms of criminal punishment. Penal labour is unfair to honest workers. Half-measures of excruciating some and not the rest is inconsistent and irrational. Rehabilitation is rewarding criminals with free food and housing as well as ensuring they live long lives with the money of the taxpayers.
