See a nice green patch of grass in front of a government building? Plant a tree there where you think it will look nice, plant maybe even a few of them. You can sprout hundreds of walnuts inside of a barrel and overwinter them, next year you'll have hundreds of saplings from the freshly sprouted nuts that you can plant everywhere. Nobody wil stop me from planting free fruit and nuts.
