Everyone has seen those memes about how the 'CIA is watching us' and how 'The Earth is flat'. We've seen these conspiracy theories made fun of so much that the phrase 'conspiracy theory' has just become a subject of ridicule instead of something that could be true. We do actually have proof that the CIA spies on us, but if you try and mention it? Watch everyone make fun of you. My theory is that people in positions of power, may that be the government, CIA, or other people, funds the popularity of these memes, in order to make their sinister motives unseen.
