One of the reasons for that is the biological process of converting carbs to fats is extremely rate limited. It's basically a survival mechanism. On the other hand, >99% of the fat you eat is absorbed and deposited on your body.
The one scenario where sugar can be bad is if you're also eating high fat, because high fat causes insulin resistance, so adding sugar to that adds fuel to the fire, so to speak. But if you don't eat a lot of fat you will have high insulin sensitivity and eating carbs will just load up your glycogen stores, which take a fuckton of carbs to saturate and by that point you'll no longer be hungry.
