sort of, it's a little confusing. if a product is intended to be sold as a pack to consumers then laws dictate that every item within the pack says "not marked for individual sale" on the label so that stores can't buy a six pack, take out the bottles, then sell them for a higher individual price. on the other hand stores can also sell things in bulk by leaving them in their original shipping packaging and in those cases it's fine as a consumer to take out a single item.
specifically because it's confusing just about every large store and franchise will only leave things in packs if they have to be sold that way and always remove the shipping packaging themselves, so the only time an american should be opening packaging is if they're at a specialty or mom&pop grocer. i definitely wouldn't be surprised if most people were under the impression that opening packaging in the store is always wrong
