I always thought that they were collected by city officials and put in storage for recharging in the winter but my friend just sent me this picture of ducks chilling in the snow and now I don't know what to think?

That's clearly an earlier model type. When a lot of cities upgraded recently they forgot to include these ducks in a software update, so now there's a bunch of malfunctioning birds roaming around.
Your tax dollars are going to waste and you can't even enjoy a simple stroll in the park without being reminded of that

Those are all-season ducks, you can tell by the meltwater around them.
They have builtin resistance heaters so you can leave them outside all year round.

..in general they keep a part of the water surface icefree and chill like in your pic. animals arnt pussies like humans, i am every time amazed in cold winters when i pass a see on my way to work how based this goofy creatures endure this unfriendly weather conditions.
