Romans were all about the state ( note the lack of science, philosophy and art compared to Greece).
In addition to what we said before, resources, climate etc an important aspect of the conquest was to conquer lands that have at least some sort of government and economy so they can collect taxes and trade. Without that they would have to supply those areas by endless convoys which would mean bleeding money and getting nothing in return.
The "Romans never conquered Northern Britain bcs based Picts" is ridiculous, the fact is that those lands had nothing to spark Roman interest.
