If your goal is to brush your teeth every day then missing a day is a failure, if your goal is to have healthy teeth then brushing them every other day is a success.
You are afflicted with this horrible condition called being a fairly normal human, though you might be able to get an ADHD diagnosis and some sweet ass methylphenidate. It's kind of unnatural for us to keep a routine, we are creatures of habit, but these habits are triggered more organically in nature - you see a big cat, you run across the river. Our nervous system didn't really evolve for "oh, it's 2:00 already? I'm supposed to meet a sabertooth!" What you're currently doing is starting a habit with an in-built "hit this nerve to stop" button. You gotta get rid of that button. The button is when you miss a day and something inside you is like "oh well, that's that done with then". So forget about matters of routine, and just know what you want and be willing to do what you need to do to get it.
Of course, at some point you might need to focus on routine again. This stuff is complicated, but ultimately it just sounds like you have an "all/nothing" mindset; you either stick to a routine or you abandon it. The reality is that building a habit can often involve constantly starting over again. This is especially true with smokers, actually.
